Region II EMS Inc. is a 501 (c) 3 not-for-profit organization which encompasses the seven (7) southwestern counties (Catron, Dona Ana, Grant, Hidalgo, Luna, Sierra and Socorro) of New Mexico.
We are contracted with the New Mexico Department of Health, Epidemiology & Response Division, and work closely with the EMS Bureau and the Bureau of Health Emergency Management. We are committed to Trauma and Health Systems Development and work with everyone from First Responders to First Receivers to ensure the best possible outcome for patient care.
Region II EMS is engaged in several programs throughout the spectrum from teaching CPR to the general public to assisting hospitals in becoming designated as Trauma Centers. We provide continuing education training for responders and EMS services to ensure they are capable of providing YOU the best available care necessary. Some of the ways we do this by taking the training to them with our traveling CE Circuit and hosting an annual EMS Conference each year in November.
We are involved in Health System Preparedness by participating in Emergency Management activities and working with the Local Emergency Planning Committees (LEPCs) to develop and update their local systems All Hazards Emergency Operations Plans (AHEOP). We are also a PILOT COMMUNITY for the New Mexico Modular Emergency Medical System program which is designed to assist hospitals in dealing with Extreme Patient Surge during a catastrophic event. www.nmmems.org
Trauma Center Designation for hospitals is a project the Regional EMS offices and the New Mexico Department of Health, EMS Bureau is working hard towards accomplishing. During our assistance with this project we currently have Sierra Vista Hospital seeking a Level 4 designation. We are also working with Socorro General Hospital, Mimbres Memorial Hospital, and Mountain View Regional Medical Center to help them through the designation process.

As many of you have heard Stuart Brown lost his battle with Lung Cancer this morning. Stuart has been the Chairman of the Dona Ana County EMS QA Committee as well as an EMT Intermediate with Fairacres VFD. Stuart has been an active member of the EMS and Fire community and will be missed. He passed away in his sleep this morning, at home. His wife and his father were at home with him.

The memorial services for Stuart Brown will be at 1500 hours on Monday, April 12th at La Paz Graham Funeral Home, 555 West Amador, Las Cruces. Please pass this information onto the members of your department.

Please keep Stuarts wife, Leslie and his family in your thoughts and prayers.

We will hold QA on Monday evening. Several of us know that this is what Stuart would have wanted as he was very pleased with the progress we have made over the past couple of years. Id like to encourage you to attend as a tribute to Stuart.

PERSONAL PROTECTIVE EQUIPMENT GUIDELINES FOR FIRST RESPONDERS April 26, 2009

These Guidelines will be continually updated as situation evolves.

It is the intention of this DSHS guidance to provide information and recommendations for the transport of patients with potentially infectious respiratory illnesses. This policy will also provide updated guidelines for "respiratory etiquette" and the use of Personal Protection Equipment (PPE) as well as recommendations for preventive health care measures for EMS providers.
A novel Swine Flu virus has been identified in persons with respiratory infections in Texas.

Since this is a novel virus most Texas residents will not have immunity to this virus. Human-to-human transmission of swine flu can also occur. This is thought to occur in the same way as seasonal flu occurs in people, which is mainly person-to-person transmission through coughing or sneezing by people infected with the influenza virus.

All EMS and Fire Agencies that provide EMS services should be submitting patient care reports to the electronic New Mexico Emergency Medical Services Tracking and Reporting System (NMEMSTARS). Distribution of the EMS Fund Act monies in 2010 will be partially based on the number of runs entered into NMEMSTARS from October 1, 2008 to September 30, 2009. Services that do not enter their runs into the system may not receive their full allotment of funding. Over 40% of the 340 services in NM are currently submitting data, but the remaining 60% need to start data entry as soon as possible. The system can be accessed on the web at www.nmemstars.org, or contacting one of the Regional EMS offices or the Bureau staff in Santa Fe. Contact names and phone numbers are listed on the web site.
